Set oven to broil and roast peppers for 5 minutes on each side.
Immediately put into small bowl and cover with plastic clingy wrap for 5 minutes.
Peel skin off peppers and remove seeds.
Place peppers, garbanzo beans, tahini, garlic, olive oil, water, red pepper flakes, black pepper, salt, and cumin into small blender or food processor.
Blend until smooth.
Garnish with chopped basil and serve with pita chips.
